二 | 한-베트남 산업 및 FTA 공동위 개최정상간 논의 과제 전략적 협력 강화 [세종=뉴시스]김정관 산업통상부 장관은 22알(현지시간) 베트남 산업무역부 회의실에서 ‘이재명 대통령 베트남 국빈 방문’계기에 레 마잉 훙(Le Manh Hung) 베트남 산업무역부 장관과 면담을 갖고, 양국간 닌투언2 원전협력 방안을 논의하고 자원 안보 및 희토류 등 핵심원자재 공급망 협력 체계 구축을 지속적으로 긴밀히 협력하기로 했다.(사진=산업부 제공)[세종=뉴시스]김동현 기자 = 우리나라와 베트남이 이재명 정부 출범 이후 열린 두 차례 정상회담에서 논의된 교역·투자, 산업기술, 에너지 안보 분야의 협력 성과를 구체화하기 위해 전략적 협력을 확대해 나가기로 했다. 양국은 '한-베 핵심 광물 공급망 기술센터' 착공을 비롯해 석유 비축기지 구축 협력, 국내 기술 나눔 모델과 연계한 기술 이전 등을 본격적으로 추진한다는 계획을 밝혔다. 김정관 산업통상부 장관은 26일 서울 롯데호텔에서 레 마잉 훙 베트남 산업무역부 장관과 함께 '제15차 한-베트남 산업 공동위원회' 및 '제9차 한-베트남 자유무역협정(FTA) 공동위원회'를 열고 양국 간 실물 경제협력 강화 방안을 논의했다. 양국 산업 공동위원회에서는 2030년 교역액 1500억 달러 달성을 위한 구체적인 협력 방안을 논의했다. 무역 분과에서는 상호 수출 희망 품목인 베트남산 리치, 패션프루트와 한국산 온주밀감, 키위 검역 협상의 동시 타결을 위해 긴밀히 협력한다는 방침이다. 아울러 유통·물류 분야의 디지털 전환, 모조품 적발 및 단속 등 지식재산권 보호를 위한 협력과 한국 공정거래위원회와 베트남 경쟁위원회 간 협력도 지속 강화하기로 합의했다. 산업기술 분과에서는 베트남 진출 우리 기업의 애로사항 해소 및 기술 협력을 가속화한다. 베트남 측은 지방 정부와 협조해 현지 진출 한국 제조업체의 인력확보를 지원하기로 했으며, 한국 측은 '기술 나눔 모델'을 활용해 현지 진출 국내 대기업 기술이 베트남 협력사에 이전될 수 있도록 적극 지원할 예정이다. 이와함께 양국은 품질 표준화 협력을 강화하고 현지 자동차 산업에 진출한 우리 기업의 인센티브 확대를 지원하기로 했다. 특히 핵심 광물 분야에서 양국은 '핵심광물 공급망 기술센터'의 조속한 착공을 위한 행정절차를 차질 없이 진행키로 했다. 에너지·자원 분과에서는 양국 간 원유 공동 비축 및 비상 대응 메커니즘 구축 등 장기적인 관점에서의 자원 공급망 협력을 추진하기로 합의했고 베트남 내 액화천연가스(LNG) 발전 프로젝트의 원활한 추진과 함께, 전력망 인프라 사업, 원자력 발전 및 재생에너지 분야에서 정책 협력을 지속 강화해 나가기로 했다. 산업 공동위원회에 이어 열린 FTA 공동위원회에서는 4개의 이행 기구 활동 결과에 대해 논의했다. 무역기술장벽(TBT) 분과에서는 리튬이온배터리 관련 불필요한 중복시험 규제 개선에 대한 한국의 요청을 수용해 개정했으며, 위생검역조치(SPS) 분과에서는 우리측 관심 품목인 열처리 닭고기, 돼지고기 등에 대한 수출 검역 협력 방안에 대해 논의했다. 또 무역구제 분과에서는 양국의 수입 규제 현황과 조직, 법령, 제도를 공유하며 무역구제 분야에서 협력을 강화하기로 합의했고, 관세 분과에서는 품목별 원산지 결정 기준(PSR) 개정을 위한 베트남의 내부 절차를 조속히 마무리하기로 했다. 김정관 장관은 "한-베 FTA 발효 이후 양국 교역액이 연평균 약 10%씩 성장해 올해 최초로 1000억 달러를 넘길 것으로 보인다"며 "첨단산업 생태계 구축, 산업기술 인재 양성, 핵심 광물 공급망 및 에너지 안보 협력을 더욱 강화해 나갈 것”이라고 말했다.
